Legal records follow the venue you are signed in to

A client who belongs to more than one venue now sees only that venue's waivers, terms acceptances and consent history, and can no longer sign another venue's documents.

Clients who belong to more than one venue could open a venue's legal page and
see the waivers, terms acceptances and consent history recorded at a *different*
venue — the one they had most recently used, rather than the one whose site they
were on. The legal pages now resolve the venue from the address being visited,
and show nothing rather than guessing when that venue cannot be confirmed.

Accepting terms and signing a waiver are bound to the same venue. Previously
those actions trusted the document identifier they were given, so a document
belonging to another venue could be accepted and written into that venue's
compliance record. Both now refuse any document that does not belong to the
venue being visited.

Reports of a problem and their replies follow the same rule, so a report filed
at one venue is no longer readable from another.
